Born and raised in Victoria, Penny spent several years living and working on the mainland, where she managed group homes supporting high-risk youth and adults with developmental disabilities. She returned to Vancouver Island and joined the team at Cedars in 2012.

With nearly 18 years in recovery herself, Penny brings deep empathy, lived experience, and a strong commitment to supporting others on their recovery journeys. Her passion for helping people heal and grow is evident in everything she does, and she is a valued and compassionate presence within the Cedars community.
